You need the base killstreak weapon first, by having the kit to turn it into one. Personally, I don't see any additional value in killstreak weapons. They're not worth it for me. You can try uncrating for them if you'd like, as you do have a very low chance of unusuals/Pro kits. It's better off to just buy the kits yourself, or the fabricators and craft them for Specialized/Pro kits.
