There should be an option that says FFXIV_HUD_TOP/BOTTOM in the Reshade effects tab. I forgot the exact name of it. Enable both and the options blurring will go away. Just FYI, some presets are not made for gameplay, only for screenshots. So presets don't have these option available, but these will work regardless.
Reshade is the base version for all games. Gshade is modded to work with FFXIV, So Gshade. Gshade has an installer and a ton of presets with it along with all the shaders.
