Honda does not supply a diagnostic flow chart for code P1399, it is a random misfire code and Honda/Acura has reported for various models that this could be caused by clogged EGR ports (if aplicable).
Codes P1399, P0505, P0325. I just replaced the engine in a 2002 Accord with a Vtech 4cyl. It runs fine at idle. When it's cold it fluctuates RPMS when you hold it steady around 2000 rpms. It will fluctuate between 1000 and 2000. It threw code P0505 first so I took off the IACV and replaced it.

P0304 Misfire number 4 cylinder. P1399 Random misfire. Where to start to clear the code, you may just have one cylinder causing the whole cylinder to misfire.
