Hello there, so, I don't actively play retail, but I logged in during prepatch to open some kind of gift I got for subscribing. And there it was, the new Retail Standard UI. It's awesome. I really like it. And I'd die to have it just like that in Wotlk classic. Right now I'm using ELVui and I'm pretty okay with it.It could also be WA. If so, type /wa and drag it. If you have omnicd, do /omnicd then go to extra bars and uncheck the Lock option and you will be able to move it. Looks like an interesting interface.I think it’s because it’s set to loop and doesn’t have an untrigger. But I could be mistaken. Another way could be to duplicate the weak aura multiple times, set it to just play not loop, and then use different <= numbers. But that may also use more CPU? Idk. Quite sure you need a stop condition.

It's just the way WoW/ElvUI is coded, bar 7-9 are the default for action paging(e.g bar 1 becomes bar 7 in cat form, 8 in bear form, 9 in moonkin form or something similar). Didn't double check the specific numbers but you get the idea. Use bars 1-6 or change the action paging options in your action bar settings at the bottom.

Options include, but not limited to: WeakAuras, TellMeWhen, SPTimers, or a well placed/tweaked Bartender action bar. ToolTip: Get TipTac to move your tooltip, set fonts/bars, but hide auras. Minimap: Set all minimap icons to hide except on mouse over; get rid of sub-zone on your minimap. Remove micro menu and bag bars.
