It's clearly working as intended, depending on your build you can get as much or more damage than a crit using 28-42 FP. Glintblade Phalanx is lower cost but it still feels balanced.

Glintblade Phalanx has always been a great AoW, being a strict upgrade over the spell version in usefulness thanks to the high stagger. However, today 1.0.8 nerfed Flame of the Redmanes to 10 stagger damage, making this even better as its now a potential replacement for those who were using FotR for a stagger build.
Flame of the Redmanes is balanced not broken, because it doesn't deal 5k damage like the Taker's Flame (Blasphemous Blade), which also heals you for 20% of your max. health (lol) and also isn't as fast as the Transient Moonlight (Moonveil), which also deals easily 2k of damage with the right setup.
