Copy your EU4 save into the converter directory. Edit configuration.txt to point at your game installs, and to set any options you care about. Drag and drop your save onto EU4toV2Converter.exe. Go into the output folder. Copy the folder named after your save and the corresponding mod file into your V2 mod folder.
The problem with using Vic3 as a basis for EU5 is that Vic3 covers a hundred years when a lot of countries went from being 80% farmers to 20% farmers (if not even more extreme). In EU5, most countries go from 95% farmers to 90% farmers (not actual numbers, I can't be bothered to look them up) over four hundred years..EU4 is a war game. You cannot achieve any goal without war. War is really your only tool. Everything not war is just to increase your ability to wage war. It's the most "map painting" of all paradox games. Victoria is about economics and politics.
