The small city in the centre of the map commonly referred to as Ekron has a gas station with a second floor house that is much closer to the water in fact. It's just a pond, but with the current depth of the simulation it makes no difference unless you wanna put a big old boat mod in your game.

Though the amount of fuel pumps have are so insanely high it will most likely never realistically run out. #1.You can set the gas station level from almost empty to full capacity in the options. In real life, petrol would be bad within 12 months if kept in stable, sealed conditions, 6 months if not sealed - Zomboid doesn't apply this, most post apocalypse media (books/TV/films etc) don't either.
