Outside of that I'd say there are too many variables to say one persona is the absolute best as it depends on how you want to run your party, your personal playstyle etc.

If you're missing a Persona for the fusion or don't want to bother, it's probably easier to extract skill cards from the cafe you unlock around early June assuming you ride the bike.
