It's probably the spring loaded gear selector fork under the shifter assy behind the rear head. it's VERY easy for one side of that spring mechanism to fall off when assembling. this way you don't get a full throw when putting it in gear with the hand shifter.My Prairie 400 (liquid cooled) has absolutely no fins on the head or cylinder. If you have any at all, it is the 300cc. The 300cc is oil/air cooled so that "mini radiator" you spotted would be the oil cooler.
