I do see the mods present in game after the download status stops but this is only possible if you restart the game. So I guess black ops 3 is ghosting its custom content for now. tl;dr Mods download in the background and work only after you restarted the game Mods do not show that they downloading but show how much they have downloaded.All you need to do is go on the Steam Workshop page of BO3, go on the mod page, click Subscribe and it should automatically start downloading. Then you can choose the map from the list of maps, or if it's a mod then there's a mods menu on the main menu where you can activate a mod.
