You can use it as a secondary weapon and use the Ash of War as a pretty effective finisher in pvp.

The dual wield hammer moveset is not amazing. The AoW is strong and has infinite hyper armor and huge range, but is very slow. So if you mean PvP, it could do some real work in teams or FFA, but only people totally unfamiliar with it will get hit by it in duels. Single two handed hammer moveset is, ok, but not amazing either.
