It's launch week. Always expect mutiple maintenances and assorted other downtime 1-2 weeks after a launch of major new stuff in an mmo. No this isn't normal. ESO have lag normall but not like this. What we've seen in the last couple of days is Main Cyrodiil campaing at primetime, kinda lag in overland pve. #15.

Due to the way the console megaservers are structured, we must do the North American and European maintenances at the same time, unlike on PC/Mac.
