Based on my test sweeps, a 3rd gen i7 with the gtx 1060, it will run pretty smoothly with dips in the 40 fps in some area, whilst in my main rig , i9 10th gen with the rtx 4070ti, the game ran basically locked 60fps in 4k preset. Fun fact; back in Cemu's inception, BotW couldn't even run well at 30fps and the game slowed down when it was swimming around 10~20 fps. so what people did instead was limit the games fps to 15fps exactly and ran the speed 2x speed, essentially make a fake 30fps game. Speedhack IIRC So technically yes, Botw is kinda tied to the FPS

Yes the performance mods on cemu actually make the game look and run better than it ever did on switch, and it currently can on Yuzu. You may be able to get a performance you prefer on yuzu; but objectively with the tools cemu gives you, BOTW plays close to a pc port with multiple optimisation settings and improvements. 60 fps in 4k?
