Note that to reproduce the Ruthless issue, it appears to me that you have to score a kill on the exact tick the buff should expire. But for the pulse core issue, it appears you have a couple seconds' window.

IIRC it stacks with bxpw but not with bonus xp, for a total of 350% xp (again, IIRC, might be wrong on this), it takes precedence over any bxp you have.
